iOS 9.3 Safari app disappeared

Safari, like all built in apps, cannot be deleted. Check Settings>General>Restrictions and see if access to it has been disabled. If it hasn't, it's there somewhere, on one of the screens, in one of the folders.

Hey, I had the exact same bug. So I moved some apps around (which is a pain with 3d touch), one app disappeared so I figured I had accidentally removed it. But then I got some notifications from it, and it was till there, but the icon was gone.

So try downloading for example the Reddit app Alien Blue, and then open some link in Safari and see if that works, I suspect the app is there but the icon's gone, same as what has happened for me. I even have this on video if anyone wants to see.
