HP Photosmart C3180 drivers cannot install on OS X 10.3.9

I just bought an HP Photosmart C3180 all-in-one from the apple store (came free w/ rebate with my girlfriend's new MacBook), and I'm trying to install it on my PowerBook G4, which runs 10.3.9.

When I go into Printer Setup Utility, click "add" and select my printer, it says "driver not installed," and then a few seconds later, a window pops up, saying ""New print drivers detected. Would you like to reload the browser?" When I click "OK," it just hangs, and nothing happens. I

I've already tried a complete manual uninstall and reinstall from the software on HP's website. I tried deleting all the com.apple.print and com.hp preferences files, and repairing file permissions. I even used the program "printer setup repair," all to no avail. HP's support person is stumped. Does anyone have any other ideas as to what might be wrong with OS X, or specifically the Printer Setup Utility, that would cause it not to recognize the printer drivers? Is anyone else having the same problem using an HP printer on a Panther machine?
