Did you try force quitting Safari and then disconnecting your Mac from the network before restarting Safari?

No, you cannot delete Safari. It's tied to the operating system and cannot be uninstalled or reinstalled separately. Also, there are no viruses for OS X, so that's not what's wrong with your system. Please describe what is making you think you have a virus, and tell us what steps you've taken so far to try and fix it.

I have disconnected the wifi, force quit Safari, restarted with the shift key, no luck, went to ~/library/preferences and deleted com.apple.Safari.plist, no good.... Tried ~/library/saved application state and deleted com.Safari.saved State, no luck, went to ~/library/Safari, and removed last session, still no luck.
Every time I re-start and reconnect wifi, these files all re-appear, I have done this routine 10 times
By the way I am running El Capitan.

That's a browser hijacker. To get rid of it, Force Quit Safari ( --> Force Quit --> Safari), then restart in Safe Mode by holding down the Shift key. This prevents any previously opened tabs and windows from reopening. In the future, stay away from the kinds of websites where scams like that reside.

Safari does not have a virus. These things are popular scams designed to extort money from you. Once you dismiss the dialog no other action is required, or justified. Take no other action.

Yes, opening Safari while holding shift prevents previously opened windows from appearing, but that isn't "Safe Mode". It's outlined here: Automatically re-open windows, apps, and documents on your Mac - Apple Support
