my @icloud.com mail cannot be loaded from my icloud.com or my devices
Have you tried logging out of your iCloud account?
Another option would be Rebuild The Mailbox or Reindex messages or Reindex messages (2) see post by Linc Davis.

problem is not related to yosemite or any another osx
i go to icloud.com and tried to check my mail it always says there is an error on it
What's the error?
on icloud.com/#mail error is * mail cannot be loaded, there is a problem with the application *
Open System Preferences > iCloud
Deselect the box next to Mail then reselect it.
Then try accessing your mail.
It may take a minute or two for iCloud to re sync the data.
