I Am trying to update my IPad 2 with the new operating software. When it try's to verify the update I get a message that it can't verify the update because I am no longer counted yo the Internet even though I am. How do I get past this

The best idea in this case is probably to do the update using iTunes on a Mac or PC rather than trying to do it over the air. The download is bigger doing it with iTunes but the upgrade process is often more reliable.
9.3 is on hold given some issues - you are better advised to wait and not immediately upgrade

COnsider yourself lucky. IOS 9.3 will cripple your iPad. Wait until they fix the issues and enjoy trouble-free maila and Safari.

New 9.3 update for bug fix is out now just downloading on iphone 5s no problem .
