iphone 6s freezes every few seconds on iOS 9.3

On iOS 9.3, iphone 6s, the phone will freeze every few seconds in ANY app. When it unfreezes (after 3-10 seconds), all inputs including touch-screen, home and lock buttons will execute very quickly.

I've tried the following:

- soft reset

- hard reset

- turning off night shift

- turning on airplane mode

- clearing and restoring from backup

- downgrading to iOS 9.2.1 (seems to fix it) and back to iOS 9.3 (problem comes back)

This is extremely unusable because typing looks frozen and then a bunch of letters appear when it unfreezes, pushing the lock/unlock buttons inadvertently takes screenshots because it registers as the buttons being held down, apps are impossible to use, and scrolling through sites and apps will freeze and then jump to the bottom/top.

See if you can do a reset ... it may help the freezes.

Tap Settings > General > Reset > Reset All Settings

Then restart your iPhone to test.

* No data is lost due to a reset

Thanks. Didn't work 😟 Restarting seems to make the problem a little better at first, but it very quickly degrades again

Apple does not allow users to revert to a prior IOS system such as 9.3 to 9.2.1 so I'm not sure exactly what you've done.

When you're restoring from a backup, you may be inviting the problem back.

One way to find out is to restore the device to factory settings > How to erase your iOS device and then set it up as a new device or restore it from backups - Apple Support

If it's stable, then it was something in the backup that's causing your iPhone to freeze.

I'm in the Apple developer program so I can download the old iOS images and update as long as Apple is still verifying it, which they are. I've reverted the OS to a baseline 9.3 without restoring my app settings and the problem is still there. Pretty sure it's a bug in the OS, but not sure. I've tried all the different ways I can think of to reset to a factory baseline to make sure it's not my settings.
