They haven't replaced stars with hearts as they are two separate things. Stars are turned off by default in iTunes now so you have to go into preferences and change ratings: to Stars and Loves. On iOS 9.3 when you look at the playing track you should see the "heart" icon to the left of the play controls. If you tap on the album artwork you'll see the 5 dots where you can set 1 to 5 star ratings.

The "heart" love option is primarily used by Apple Music to tune the "For You" music suggestions so that it becomes more accurate over time. You can still use the 1 to 5 star rating system to rate all your music as before.

Personally I never star rate my music. If its in my library its because I like it.

Unfortunately, the ratings are gone in ios10.  Many of us use the ratings and I would argue that this is a major mistake by a designer somewhere or a bug. Please Apple, give us back our star ratings. Like or dislike is simply not enough choices for the range of music many of us have in our libraries.
