Unable to install Safari update. Tried 8 times, but Safari was not updated (even thought the update showed as if it had). An Apple tech advised me to do it via Safe Mode, but not successful.

Did you try to update Safari on your Mac? What is the version of OS X on your machine? If you still have 10.8.2 you need to update operating system in order to use the latest Safari version bundled with OS X El Capitan.
I have Yosemite 10.10.5 on my Mac. I do not trust El Capitan, as I installed that on my Mac when it first came out and made EVERYTHING run miserably slowly...So I went back to Yosemite
You cannot install the latest Safari if your system is not El Capitan.
OK, that makes sense to me...Now, why wouldn't the Apple techs not know this???
I have no idea. Is there any chance you did not provide them with the version of OS X on your Mac? Check this article :

Oh, no chance at all...Before chatting with them, I had to provide all pertinent information including my OS.

Is the Safari update showing up in the App Store Update tab? You should be able to update to version 9.1 based on other discussions I've read.
Yes, it does, and I've downloaded 8 times, all to no avail. The previous poster (Thunderzzz) told me that the update would only work with El Capitan (I have Yosemite and do not want to go to El Capitan). Either way, this is not something that I can't live without, it just would be nice to get a resolution from the Apple Techs...
