SSetting s Shang update for iOS. Yet multiple attempts say I am not connected to Internet. Howeever, I am connected to Internet.......?

This is a known problem on which Apple is working to to fix. For more information see Troubleshooting iOS 9.3 Update Problems and If you can't activate your iPhone, iPad, or iPod touch after installing iOS 9.3.
Apple has released a new version of 9.3 that fixes most of the problems on certain older models. If you are still using 9.2.1, then use Software Update in General settings. I suggest using iTunes and your computer to perform the upgrade.
