You're not alone. Apparently Settings > Safari > Advanced > JavaScript > Off may help until there is a new update.

I posted a similar problem in the iPad forum, which began after updating to iOS 9.3 on the iPad Air 2 and on the iPhone 6+.
Safari does not crash, it simply cannot connect and says the server not responding. I was trying to access my photos on iCloud on the iPad, and it was not simply Safari that would not connect, it was the Photos app as well.
Any idea if I could disable the same Safari feature to get through via Safari?
I disabled Javascript as suggested above. Went back to my Photos on the iPad, opened a photo, and clicked to EDIT. The timer thingy began to operate and got to about 5 o'clock, then message came up:
CANNOT DOWNLOAD PHOTO
There was an error downloading this photo from your iCloud Photo Library
Please try again later.
I've gotten this message all morning.
I would try it, it cannot hurt. Personally I don't have any problem with 9.3 (iPad 2/iPhone 6+) so I'm not able to give advice from experience.

thanks to elcpu for finding this explanation of the "cause" -
Universal Links is an Apple protocol - it acts as sort of a "middleman" in DNS lookup/routing - it is a pretty large database, a list of websites.
It could be the "server" that it is on - or the database itself - reading it every link tap, from whatever app, causes your device to get caught in an "infinite loop" (pun on Apple's address)
In the middle of a call from Apple support, the issue seemed to resolve itself.
I had turned off totally the device, and let it reboot. Somehow in that cycle, it made the proper connection.
Update to iOS 9.3.1 - it specifically addresses this issue.
