only other way is to activate on a computer with iTunes or try with a different wifi connection. contact Apple support and they can walk you though that process 🙂
Is this a new phone or did the issue start when you tried to update to iOS 9.3? If the latter, Apple has released a new version of 9.3 (build 13E237) that resolves the activation issue. These articles may help.

Thanks but I have no access to iTunes and Apple support centre is shut at the number Apple sent me - unless anyone happens to have a 24hr number for Apple support please? Its not a new phone, the issue arose when I turned my phone back on after a flight. Thanks.
My iphone has the following error message "your iphone could not be activated because the activation server cannot be reached..." Apple support centre is shut and I have no access to iTunes. Help please!
