Hello badly,
I understand that you are unable to use your iCloud account within Outlook on your PC. Let's see if we can get this sorted out.
The first place to start is by using the first and second articles below. It will walk you through multiple options to get Outlook to send and receive your email. I would make sure that you have installed the latest version of iCloud for Windows for an easy process of setting up your email within Outlook.

Now if you are still having issues with that, you might need to setup an app-specific password for Outlook. This would create a specific password for app that do not support Two-Factor authentication. Take a look at the next article for more details.
