It sounds like the Activity app occasionally stops responding when you open it, and this started after updating your iPhone to iOS 9.3. Try taking a look at the article below and running through the general troubleshooting tips that it provides.

Follow these steps if you have an unresponsive app on your iPhone, iPad, or iPod touch.
Restart the app
Close the app and open it again.
Restart your device
Turn your device off and back on.
Check for iOS and app updates
- Make sure that you're using latest version of iOS.
