Thanks for using the Apple Support Communities!

From your post, it sounds like you haven’t been able to use web links after updating to iOS 9.3. Today, 9.3.1 was released that should resolve this situation.

If hyperlinks don't open in Safari, Mail, or Messages after updating to iOS 9.3 - Apple Support

Apple has released a new version of iOS, 9.3.1. Recommend downloading and installing.
