It does not contemplate daily limits since this doesn't make much sense technically speaking. If you have a bandwidth problem or need to send large volume newsletters, you want to limit concurrency not totals.
There are probably policy servers around which can do this (policyd and postfwd come to mind) and can be added to postfix. More are listed here: http://www.postfix.org/addon.html#policy
