Thank you for using Apple Support Communities.
I see that you are having issues with Power Nap and Time Machine backups. I would suggest taking a look at the following article: How Power Nap works on your Mac
Specifically the section on supported computers. The only Mac Pro that supports Power Nap is the Mac Pro (Late 2013) and from the specifications in your post, it doesn't appear your Mac Pro would support Power Nap.

If your MBP is compatible with Power Nap, the referenced article indicates that the computer will perform Time Machine backups. This kBase, If you can‘t back up or restore your Mac using Time Machine provides information to troubleshoot Time Machine. Some of the troubleshooting suggestions for devices that are not directly connected. I would think that if the connection to the backup device is broken when in Power Nap, then Time Machine wouldn't be able to connect to perform the backup.
