If you're unable to set up email on your device try the following.
- Double-check your username and password are typed correctly.
- If you added incoming and outgoing server settings, double-check you typed the names correctly. If you're not sure of the settings for your email, contact your email provider.
- Try accessing your email from another computer or device.
- If you're setting up an Outlook.com account and you have two-step verification turned on, see the section I sync my Outlook.com email on an iPhone in App passwords and two-step verification.
- If your device stops syncing, try removing the sync partnership. For work or school account using Office 365 for business, and some Exchange-based or Outlook.com accounts, see Fix email sync issues or remove a device from your Outlook on the web mailbox.
Contact support:
- Work or school accounts that use Office 365 for business or Exchange-based accounts - Contact Office 365 for business support
- All other accounts - Microsoft support

I would be safe in assuming that ANY issue after the 9.3 update is caused BY it... email issues included

Mar 31, 2016 10:55 AM in response to viaujulieby Skydiver119,It's my understanding that 9.3.1 is out and is said to fix the mail link issue. So you may wish to check for updates and update your device to see if that fixes it.

From your post, it sounds like you haven’t been able to use web links after updating to iOS 9.3. Today, 9.3.1 was released that should resolve this situation.

If you updated your iPhone, iPad, or iPod touch to iOS 9.3, you might experience unresponsive hyperlinks in Safari, Mail, or Messages.
If you have this issue, update your device to iOS 9.3.1.
