Photos for MacIf you are sure the Photos library is complete and working correctly you can delete the iPhoto library.
However, you will not recover the apparent size of the iPhoto library for free space. That's because the Photos library shares the same original files with the iPhoto library so at best you might recover 2-5 GB of space depending on the size of your libraries. Why?

Be sure to keep a minimum of 10-15GB of free space for optimal system and application performance.

You need to actually address the space issue or add more storage - If you can not update then you are critically low on storage and in danger of losing data ore even bricking your computer
