Is the security of this new feature a result of file system permissions or are the password protected notes encrypted?

Thanks for the link, what is says is that the data is encrypted when in transit from the device to iCloud and also on the iCloud server, but it does not say if it is encrypted on the device when the note is in a locked state.
The iOS security manual, which was updated in May, 2016, says that the password is used to encrypt the particular note. See page 25.
Are password protected notes encrypted or is security simply permission based?
