Apple I cloud and Id error

HI my Apple ID try to variety all the time and I have to reset password a lot however I pop up,again and I can't sync apps from iTunes and I I cloud hot error I can sign in but even my apps cannot update

iPad Mini, iOS 9.2.1, Account lock
