Q: osx reinstall disk locked

I used this Disk utility within mac to erase my Hard drive then try to reinstall OS X Ei Capitan which now it says my disk is locked. How do I unlock this? Here is a video https://drive.google.com/open?id=0B-adBPX9Rha-c2NHbnVTZ2pBZmc

You could try to boot from a usb installer and try to erase the drive. That way you bypass doing things from the internal recovery partition and do everything from the usb.

I actually got it by restarting it hit command R then once it booted in the utility then it enabled me to click the enable journaling feature

Try to make partition of your Hard Disk, and then select your new partition as a target disk
