My iPhone 5S is my first smart phone. Unlike most people, I rarely use it as a mobile computer. I simply use it as a telephone.
I'm confused about what "data" is and when I am using "data" from my data plan and when I'm not. Does "location services' use data
from my plan when I have it activated? Or can I leave location services on all the time without draining my small data allotment?

No, location services don't use data just by being on. They will use more battery life. Using a navigation app such as the built in Maps will use data because the app downloads the maps on the fly.
You can check what things are using data by going to Settings>Cellular and swiping down. You'll see a list of all the apps that can use data and a switch. In small print under the name of the app is the amount of data the app has used since the last time you reset the stats. You can reset the data at the very bottom of the screen on your billing date if you want to get an idea of what is using your data. Toggle the switches on or off depending on whether you want to allow a particular app to access cellular data.
