System Preferences and select Dictation & Speech pane. Then Text to Speech tab.
You have it enabled. When you have text selected, press the Control + = keys to activate speech.

Sorry, Glenn... meant to say that the "Speak selected tex when the key is pressed" facility is not functioning...
FWIW... there is no "SpeechSynthesisServer" listed in my login items!
It was one of the applications I removed when endeavouring to comply with "close all open applications" when upgrading from Mac OS X 10.8.5 "Mountain Lion... to Mac OS X 10.11.4 "El Capitan..."
SpeechSynthesisServer get put in my login items when I check the box to Speak Selected Text and is removed from login items when I uncheck the box. I have no idea why yours is not getting activated.
Does the voice play when you hit the Play button? Maybe try changing the activation keys. Mine is the default Option+Esc key.
