When creating a new user in OD and requiring them to change password at next login, no new password is acceptable to system and login is not possible for the created user

Hello,

When creating a new user we give them a generic password that needs to be changed upon first login however when that new user attempts to sign in and is prompted by the change password screen literally nothing that they enter as a password is accepted. The box simply shakes and login does not proceed. I've tried wiping out all global policies and have tried making them very strict and the result is the same. I have been unable to find a solution online here and elsewhere. Does anyone have any thoughts as to what we are missing?

It is a Mac mini Server, ca late 2012 w/ OS X 10.9.5
