How do I ADD A DEVICE to show in my Apple ID account device list?

If you are talking about the https://www.icloud.com/#settings iCloud Settings device list then you don't add them yourself. If you are logged into the device with your Apple ID and it meets the OS requirements it will show up automatically. Apple TV's must be running iOS 8 or tvOS so older Apple TV's won't show up.
