I'm not sure what iOS, network or browser you are using, but if you are having problems loading web pages in Safari on your iPad, please see

If Safari displays a blank page or quits on your iPhone, iPad, or iPod touch - Apple Support

Note the first thing to try is to test with a different network to insure your network is okay.
