OS X 32-bit or OS X 64-bit for OS X El Capitan?
I want to download a program and the options are OS X 32-bit or OS X 64-bit. Can I download any of those for my OS X El Capitan?

What program are you trying to download? It is mostly irrelevant for OS X apps whether they are 32- or 64- bit as both will run under a 64-bit OS. It is rare to see a choice for an OS X app. However, it is very common to see that offered for a Windows program. Just want to make sure you are not trying to download a Windows program for your Mac.

Really? I've got about 20 32-bit processes running on my El Capitan Mac right now. InDesign CS6. Pages '09. QuickTime Player 7. BBEdit. NeoOffice.
As Barney said, OS X can run either with no problem. In fact, it's weird that a developer should bother to make two versions for OS X in this way, so make sure it isn't a Windows app.

Your computer will have a 64 bit processor so it is the 64 bit version you require.

OS X is a fully 65-bit OS. It will not run on 32-bit hardware. So if your computer is running OS X since Mountain Lion it is a fully 64-bit machine.
FWIW, 32bit applications haven't run on OSX since Snow Leopard. I'm guessing you don't want whatever application you are trying to install.
