sign in to iCloud.com, so you can remove Activation Lock:
- Turn off your device or take it offline.
- Sign in to iCloud.com with your Apple ID and password.
- Open Find My iPhone.
- Select All Devices, then select your device.
- Click Remove from Account. If you still see a map in the device detail view, select All Devices again, click
next to your device, then click Remove. - After you set up your device successfully, make sure that you sign in to iCloud and turn on Find my iPhone again.
Then power on the device to get passed the activation screen.
Not sure if you understand the meaning of propaganda.

iCloudThis would not be a "tech support issue". Your iCloud Username and Password is the same as your Apple ID and password. Have you tried using those to sign in?
If your Apple ID doesn't work, then go to: FORGOT APPLE ID to retrieve the iCloud Apple ID. Then reset the password.

iPhoneI have an apple ID that I have use to load my apps, but it is asking for an icloud username and password. offer tech support my apple id but apparently they can't do a reverse lookup

iCloudUnless you intentionally set up a totally separate iCloud Apple ID account, then the ID and password to your iCloud account is the same as the ID and Password to your Apple ID.
Is the iCloud ID and Password being asked for your ID? Or are you indicating that you purchased a device that has an iCloud Activation Lock that is locked to another person's Apple ID?
