The document “(null)” could not be opened.

This error occurs often but inconsistently when I try to open files of any type stored in iCloud Drive. It occurs whether the file is opened directly from the application or from the finder. Rebooting the Mac sometimes resolves the issue. How do I resolve this permanently?
