Configuration profile containing certificate for keychain system

I created a configuration profile with Apple Configurator 2.2 containing a self signed CA certificate payload.

On installation of the profile the certificate is added to the current user's keychain however I want to install it to the keychain "system" so the certificate is valid for all users on this computer.

How can this be done other than manually adding the certificate to the keychain?
