The decision is almost certainly one of security and possibly reflects a newly discovered problem.
Better by far to use a credit card but if that is not possible, pay with gift vouchers.

Second, actually I don't really know how a credit card works. Haha.... But I've been using my visa just fine for years.

All of them emailed apple and some get a good reply that helps and some did not, and others just waited, and magically everything just fixed. But by any chance do you know who should I email to? can someone gives me Apple's email here?
