I want all my photos and videos to transfer to my icloud yet i don't want all my icloud content on my phone, making it slow. How do i stop this?
I don't believe you can use iCloud the way you want. iCloud is basically a syncing device, not external storage. You can transfer the pictures to your Mac or PC and then delete them from your iPhone:

The only other possibility MAY be if you use iCloud drive, but I doubt it and I'm not familiar with it.
