Mar 31, 2016 9:16 AMby javaliga,I don't believe you can use iCloud the way you want. iCloud is basically a syncing device, not external storage. You can transfer the pictures to your Mac or PC and then delete them from your iPhone:
Import photos and videos from your iPhone, iPad, or iPod touch to your computer - Apple Support
The only other possibility MAY be if you use iCloud drive, but I doubt it and I'm not familiar with it.
