I have this issue also. In addition to after deleting a photo it goes back to the previous day’s photos instead of the photo before the one deleted. It also takes too long to download each photo to edit it or to send it elsewhere. Much is resolved by turning iCloud off but then I have no room on my phone and get that message instead! I take a lot of photos and delete unwanted ones as I go along. I also need some synced but not all on my phone and don’t know if there’s a way to be selective. It seems that when I make separate files, the photos are now in two places and take up even more space instead of deleting the ones in the main photos library and just keeping them in the designated files. 😫.
