Can someone tell me what 30Hz means is real world use? I have no intention of gaming or watching anything beyond the occasional YouTube. Am I going to notice this?

looks very interesting and perhaps allows for an override - it would be indeed be cool if someone tested if it could force 4K @60hz and then monitored the rMB for a couple of days.. keep a fire extinguisher close by just in case.
