9.3.1 crashed Ipad 4.

Stuck now on apple logo. Not happy! Looks like I have to reset to factory settings, and Itunes wont even let me do that. Comes up with error 3194. Never buy apple again!

Any help would be appreciated

Force Restart the device (note that you may need to do this more than once):

Force Restart (won't affect settings/data/music/apps/etc)

1. Press and hold the Sleep/Wake button

2. Press and hold the Home button

3. Keep holding both buttons until the display turns off, then back on displaying the Apple logo.

Tried that. just kept coming up with apple logo. Connected it now to computer. Managed to reset it and connect with computer. Tried updating it one more time. It came up again with error 3194. So now I'm tried to restore it... it finished downloading and asked me to allow access from IPad, but I still cant do so, because it's still stuck on apple logo.
