When I firest installed iOS 9, I ran it o all sorts of issues trying to create an iCloud backup. I deleted the backups, tried different WiFi networks, turned off Find My iPad, and went through a number of contortions before it finally worked. I have no idea why it stared working again, but it did.
Try the suggestions in the web article and post back if that didn't help. Let us know what you tried when you post back.

Apr 4, 2016 6:18 PMby CCTN77,It was a little learning curve for me but did get it to back up in iTunes but just to my computer. That is fine for me for now. I had to do a software update also so thats why it has taken me awhile to get back to you and get this done. I thought maybe after update it would work but it didn't.
