It's a feature of iOS 9. If you don't like it, turn it off:

You have no apps at all other than the pre installed apps? Do you have a local TV Station's news app on your phone? Those can include a setting for traffic alerts.
EDIT - I interpret your explanation to be an alert with a notification sound, not what Meg is describing.
