Q: can 2 IDs use the same library

I was the first person in my home to have an Apple id and a music library. Then my husband bought an iphone and got his own ID and music library. We listen to the same music although my husband buys most of it. When we downloaded Windows10, we found that even though we had different accounts on the laptop, we could only access one Apple ID for it. Mine. Now we have no access to my husbands downloaded music, which is a substantial amount! My husband has it on his phone, but we can't put it on the laptop and even though we have home sharing, I have no access to it. We got in touch with Apple and through a remote session on Live Chat, the agent said that he had managed to link both iphones and the laptop to the one itunes library. I had asked that it be linked to my husbands but the agent has linked it to mine. Does this mean we're stuck with this for 90 days before I can try and sort it out? I tried to contact Live Chat today but I couldn't find it on support. Please can someone help us? We're not trying to cheat copyright laws, we just want to share our music between the two phones.
