getting issue with safari even after updating iOS 9.3.1.

Safari is still not responding on few sites after updating my iOS to 9.3.1. Please suggest what to do?

Try resetting Safari. Close Safari completely from the multitasking window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen. You may have to look for the Safari pane by scrawling to the left. Then go to Settings > Safari > Clear History and Website Data. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. You will not lose anything.

I have an iPad 2 Model MC764LL/A now updated to iOS 9.3.1 (13E238). Safari does not function with wifi turned on. Safari DOES function over cellular connection (Verizon 3G). With wifi on, absolutely no links load when typed into the search bar, from bookmarks, or web links. I have cleared history and website data, performed a network reset, and reset all settings. I have restored the iPad from backup. I have restored iOS 9.3.1 via iTunes connection at least 3 times. Following the suggestions here, I repeated all steps and turned off / turned on the javascript setting in Safari. None of this has helped. Due to the wifi / Safari issue, most apps are not loading and all other web-based activity is impossible over wifi, including apps. I have an iPhone 5 running 9.3.1 without issue. I have searched Communities for related issues and have not seen the same problem listed. I don’t know what else to try. ANY other suggestions?
