setting up iCloud is taking forever! Is there a system wide issue?

I backed up my data from my old iPad Air to iCloud. Then, I wiped the iPad-complete reset. It is taking forever for the iCloud settings to be reset. I also had to reset my Apple ID, despite having not changed the old password. Password is now reset for Apple ID- I was able to log on. Is there something else I need to do to set up my new tablet?
