Go to change passcode, then you should see an option.
Your turn passcode off is greyed out probably because you have a work exchange email account set up on your phone.
You also cannot turn your passcode off if you have set up Apple Pay.
But you should be able to go to Settings > Touch ID & Passcode > Change Passcode (without turning any passcode off) > Passcode Options

Sorry my phone is the same way.
I think on my ipad I was able to switch from 6 to 4 digits, I also have an exchange account on it.
If you know the settings for your exchange account, you could delete it, then change your passcode from 6 to 4, then re add the account.
Go to Settings > Passcode > Turn Passcode Off. Then repeat and Turn Passcode On, and then click on Passcode Options.

Do you have an Exchange account? Is this a work phone? If so you would have to contact the company IT department.

That is the way your exchange account has been set up.
