An iPod touch running iOS 5.1.1 is either a third or fourth generation model. Neither of these can run iOS 7 or above.

In addition, if the device should be capable, you can update is in Settings > General > Software Update. If no new firmware shows up, the device is not capable of running it.
If the iPod does not have a camera it is a 3G and those top out on 5.1.1
If a 4G it tops out at 6.1.6.

Starting when iOS 7 was released, Apple now allows downloading the last compatible version of some apps (iOS 4.2.1 and later only)

You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.
