Having problems sending pictures thru text, since I update software 9.3.1.

Here are the troubleshooting steps for MMS:

• Make sure that you’re connected to the Internet through cellular data or Wi-Fi.
• Go to Settings > Messages. Check that the type of message that you're trying to send is turned on (iMessage, SMS, MMS, or Group messaging)
• Restart your device.
• Check for a carrier settings update.
• Check for an iOS software update.

If it's still not working, contact your carrier.

Having the same issues; your refering to iMessage? I turned iMessage off because of this issue. What what stated for a fix did not work. I'm sure it's software issue. Hope this gets resolved.

This answer doesn't help! It's not the carrier. Carrier has nothing to do with sending photos of wi-fi I'm having the same exact problem!

Nope! Sure didn't. They tried to blame the carrier but it doesn't work on wi-fi either.
