C4******WTJ Pair screen won't come up when the pencil is pluged in

Pencil is charged and Bluetooth on

iPad Pro, iOS 9.3.1, Apple Pencil

Make sure to reboot your iPad by holding down the power and home button for 10 seconds until you see the Apple logo.

Hello again.

unfortunately, reboot didn't help. I still see this error message popping up each time I plug in my pencil. And pencil doesn't even show up in the Notifications menu. What am I doing wrong?
