Q: YouTube videos won't play/load

Alright...so back in the summer, I was having problems with YouTube on Safari (Version 9.0.3 (11601.4.4) on my Retina MacBook Pro 2014 model. This isn't the same problem, but I'm having problems again. The YouTube video stays on a black screen, with the loading icon circling endlessly in the middle. I have tried Google Chrome, which I don't prefer to use, and even that doesn't work... I have also tried to remove all of the cookies from Safari, and that doesn't work either. I just need some help. It's been happening here and there for about a month or so.
