Q: 3rd gen ipod touch & windows 10

my 3rd generation ipod touch will no longer even be recognized by i-tunes.  ipod 32gb MC008BT is running version 5.1.1 (9B206)

and laptop i-tunes version 12.3.3  and i have HP laptop running windows 10.  I can connect via cable the ipod and the laptop. you hear the derda! sound.  My laptop recognises that the device is connected as its displayed in devices and drives. However itunes will not pick up the device.  I thought perhaps it was a cable problem but after connecting it into an apple mac with no problem and it displayed in partners itunes, i was reassured it works fine,  I have also tried restoring my ipod touch. and its still hasnt synced.  Any help greatly appreciated.
