Why does my IPAD say I cannot use my apple ID to Unlock my IPAD
i had updated to 9.3
I would presume because it is locked to another person's Apple ID. Is this a used device you just purchased? If so:
It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund if you can.
