Web pages won't load at all

In a Google search, I get a list of web pages as usual, but can't open any of them. Worked fine until a couple days ago. Was able to do the 9.3 update after web pages stopped loading, so the update didn't cause it. I hoped it would fix it, but it didn't. Email, FB, etc work fine. I rebooted, did a reset, did "Clear History and Website Data" in Safari. They still won't open. Now what? Thanks! 😟
