Q: how do I stop an active download on iCloud on my iPad?

My iPad started downloading an upgrade for iCloud yesterday, but it's still "thinking" and downloading.  I've tried shutting down, but no luck.  I can't get on WiFi either.  When I try - even my Wifi address just sits there.
