Hi guys, i have this problem, every time i start my Mac, at login turns Voice Over on, i entered settings and Voice Over is disabled as the rest of the system, this issue is just at login.

May be a bug. For now go to Accessibility > Voice over > Voice Over Utility and delete any dialogue in "Speak The Following Greeting After Log In".
Any modifier keys toggling VO on?

Another thought is being enabled only on the Login Screen you must disable it under System Preferences > Users & Groups. If the preferences are locked, click the lock icon in the lower-left corner of the page and type and administrator password to unlock them. Click Login Options and uncheck the Use VoiceOver at Login Window.
